Planning Application Update: P262019/O – Land to the north of Granary Cottage Credenhill Hereford HR4 7DA – Outline application with all matters reserved, save access, for a development of up to 250 residential dwellings (Use Class C3).

Following our initial informational letter distributed on 20/21 May 2026, Credenhill Parish Council is providing an update regarding the outline planning application P262019/O. The application has now been formally submitted to Herefordshire Council.

While the standard public consultation deadline on the planning portal is listed as 27 August 2026, the Parish Council has secured an extension to ensure it can fully participate in the normal way. Below is an update on how we are handling the review process and addressing recent resident enquiries.


Community Meetings & Timeline Extensions

  • Official Extension Secured: The Parish Council has formally arranged an extension with the Local Authority. We have until 17 September 2026 to submit our official consultee comments.
  • 16th September Meeting Discussion: This extension allows us to discuss the application in depth at our next scheduled Parish Council Meeting on 16 September 2026.
  • No Extraordinary Meetings: Because this extension has been successfully granted, no extraordinary meeting will be called prior to the standard August deadline. The application will be openly reviewed during the September session.

How the Parish Council is Reviewing the Application

  • No Initial Views: The Parish Council has not yet formed a response or initial view on the proposal.
  • Policy Review: We are thoroughly reviewing all technical reports and documents submitted with the application to evaluate whether it complies with local and national planning policies.
  • Prior Representations: The Parish Council has not made any early representations to Herefordshire Council regarding specific issues like traffic, drainage, local services, or the proximity to Stirling Lines. All comments will be formally agreed upon following our September meeting.
  • Pre-Application Clarifications: We are actively scrutinising the evidence base used in the developer’s pre-application advice, including claims regarding the site’s sustainability.

How Residents Can Submit Correspondence

  • Understanding the Scope: This is an “Outline application with all matters reserved, save access, for a development of up to 250 residential dwellings (Use Class C3).” This means detailed elements like the specific layout, appearance, scale, and landscaping of the housing are not being decided at this stage. Instead, the review is strictly focused on the principle of development (building up to 250 homes on this site) and the proposed highway access arrangements. Residents should focus their feedback on these specific matters.
  • Submit to Herefordshire Council First: The Parish Council strongly encourages residents to submit their comments directly to Herefordshire Council in the first instance, aiming for the standard timescales shown on the planning portal.
  • Parish Council Submissions: We warmly welcome correspondence from local residents. You are invited to share your views with us or address councillors directly during the public participation slot at the 16 September meeting.
  • View the Portal: You can look up application 262019 on the Herefordshire Council Planning Search to review all plans, read policy guidance, and submit your official public feedback.

Roman Park – Dog Exclusion Order Reminder

In recent weeks we have had a number of complaints from users of the Roman Park about Dogs in the park. There are signs at the entrance to the Roman Park clearly stating that no dogs are allowed. Responsible dog owners have a responsibility to ensure that they only take there dogs where they are legally allowed or have specific permission from the land owner where no public right of way exists.

The village has a weath of areas to exercise dogs freely:

Credenhill Park Woods

Brockhall Quarry – Accessed down Mill Lane

The Green Open Spaces in Dovecote Lane (Not the small play park)

As well as many miles of Public Rights of Way (PROW Map)

The Roman Park is a dedicated sports and recreation facility aimed at children and adults to exercise freely. This policy has been reviewed regularly and is still the Parish Council’s position due to availability of other areas in the village and the cost of installing fencing either in a dedicated area or around all of the play equipment. At present our main objectives are to replace the small childrens play equipment and to install a Multi Use Games Arena on the old Tennis Courts – this has taken a number of years to get to a stage where these projects can be delivered.

We would like to remind residents that there is a Dog Exclusion Order in place at the Roman Park and if we continue to receive reports then we will have no alternative than to request enforcement action where a fixed penalty notice will be issued for £100 or a fine of up to £1000 as per the order set out below:

New Development – up to 250 Homes North of Granary Cottages

Under the Labour’s new Housing policy, Herefordshire is required to build 27,260 houses by 2046 which means Credenhill will need to supply 285.

You will see below the first draft of a potential new housing development in Credenhill. The local land owner has recently received preplanning application advice from Herefordshire Council, conducted the relevant surveys and is now seeking the views from local residents about the initial ideas. This informal consultation will be open until 15th May. Following this, the applicant will submit a planning application when the formal consultation will start through Herefordshire Council.

Safer Drop off for Weobley Pupils

We are pleased to confirm that from January 2026 the 461 Sargeants Bus will drop off the Weobley Pupils in the village at the end of the school day. This follows years of concerns over safety of the children exiting the bus on the A480 as well as the large group of children using the narrow path on Station Road at the same time.

The bus will now come into Credenhill and drop off the pupils at a single location in the village, Sargeants are currently working with Herefordshire Council to agreed the drop off location and turned point.

The Parish Council would like to thank Cllr Charlie Taylor for working so hard to make this a reality.

Mike’s Memorial Crank Up

On 21 September Hereford and district preservation society held a vintage engine crank up and vehicle display at the social club, station rd Credenhill in memory of the late Michael Bond.

Mike was chairman of HDPS for some 24 years, he was a good friend to many in the vintage world and the motor trade. Mike had worked in the construction industry and a machine shop making parts for Concorde and finally ending up at Bay Horse motors as retail shop manager. In retirement he could be found at a vintage show almost every weekend during the summer.

Around 60 people attended the event and an excellent buffet was provided by the Life and Soul kitchen from Credenhill.

A prize raffle and collection in aid of Prostate Cancer UK raised £455.

A480 Traffic Lights Upgrade

Between 21st & 22nd July there will be disrution on the A480 while the traffic lights are upgraded. You will notice that one of the lights has been out of action for a couple of months, the highways agency have been unable to obtains spare parts due to the age of the traffice lights meaning that they will be upgraded.

The work will be completed with temporary 2 way traffic lights so please plan ahead leaving extra time.

Asking communities/individuals affected by the recent Flooding to report it…

The council is asking those who have suffered property flooding to report it and share any images or videos on our website. This is part of our ongoing effort to understand the full impact of such weather events and to ensure we can respond and support those affected within our communities.
